Post-wars: Mechanisms of Rebuilding Countries and Communities

• President Abdel-Fattah al-Sisi: Protecting countries is a human right.
• Staffan de Mistura, UN Envoy to Syria: The best solution to the Syrian crisis is to start rebuilding by drafting a constitution and holding elections.
In the presence of President Abdel Fattah al-Sisi, President of the Arab Republic of Egypt, and a number of Egyptian, Foreign and Arab ministers, a session titled “Pst-wars: Mechanism of Rebuilding countries and communities” was held at the International Conference Center in Sharm El-Sheikh. The session discussed the mechanisms of rebuilding Arab states and societies in light of the conflicts taking place in the region, in order to figure out and discuss the different and innovative visions to reach a solution to these conflicts.

Ghassan Salame, Special Representative and Head of the United Nations Support Mission in Libya (UNSMIL), started the session by talking about the Libyan file and how to reach peace. He pointed out that the return of the UN mission to Tripoli after being absent for 4 years had a positive impact regarding identifying the challenges and crises in Libya closely, which resulted in ceasing fire and liberating official institutions from militias. He reiterated that there should be a clear action plan to eliminate militias from Libya which will happen only through reactivating the police system and constituting a security regulations committee as well as mutual operation service.

Regarding the Syrian crisis, Staffan de Mistura, UN envoy to Syria, stressed that it is very easy to start war, but it is difficult to end it, so the situation in Syria is very complex and the crisis is tangled between 11 countries indirectly and 5 countries directly. He reiterated that the best solution to the crisis is to start rebuilding by drafting a constitution and holding elections, with all parties involved in the process of dialogue and building.

Pierre Raffoul, State Minister for Presidential Affairs in Lebanon, explained that terrorism in Lebanon had been eliminated in a year, pointing out that France provided more than $ 11 billion to Lebanon to help in eliminating terrorism. National dialogue was the best way to end the crisis.
Egyptian Foreign Minister Sameh Shoukry pointed out that Egypt is working with the United Nations to eradicate terrorism. The only solution to uproot the roots of terrorism is to strengthen the state institutions, end the conflict and rebuild, while avoiding any racial or political struggle through persuasion and through opening channels of communication and dialogue; to reach common visions consistent with the nature and objectives of States.
The session concluded with a speech by His Excellency President Abdel Fattah Al-Sisi, in which he called youth in Egypt and all the world to be aware of the massive change and subsequent developments that may be out of control, giving some parties the chance to move towards the destruction of their societies. He reiterated that preserving and protecting countries is a human right.
